restock after unknown fish death

last week i had my only fish which was a cowfish die now i am led to belive it could of let off a toxin depending on the cause of death but i have no idea why he died.

what i want to do is keep just a couple of sea horses and a couple of pipe fish so what i want to know is how do i know if or when its safe to add them?

currently i have
2x cleaner shrimp
2x tiger tail cucumbers although i havnt seen one for a week
1x spiney blue lobster
1x large hermit
7 or 8x small various hermits
2x what i think are comensel shrimp?
1x sea urchin
and a few snails which the lobster hasnt caught yet

would it even be possible to keep pipe fish with the above?

The lobster might well eat the pipefish. I wouldn't risk it, but it might work. If the other animals are okay, there's probably no box fish toxin in the water.
