Newbie skimmer question

I finally solved my in-sump, out-of-sump skimmer problem with a Pro Clear Aquatic Systems MPS 75 in sump. It was at the LFS the whole time and I am not sure why he didn't suggest it sooner. It is narrow enough to fit in the first chamber of my CPR fuge but I still had to invest in a Dremel tool to cut away part of an acrylic lip around the top of the chamber to get it in there. Just curious if anyone has any experience with this brand?

Now to my real question(s). Does the water return of the skimmer have to be above the water line and should it discharge into the next chamber or can it discharge into the same chamber? The instructions that came with the skimmer are not very detailed. Thanks for your help.
