Question Do I have to clean my sand? and Chiller?

Hey guys. It's a simple question again. But can someone point me towards a good article on cleaning my sand bed? Right now my nitrates can't seem to go down =( I am in the process of removing bio balls that are in my overflow... and will be changing out my filter sock more often than every other week...

Also, my temp is going above 82 deg sometimes and am looking to get a chiller VERY VERY soon but am limited to about $550.

I've got a 110 gallon FOWLR tank with the following:

30 gallon Sump
ASM G1-X Skimmer
2x175w MHs (14k)
2x96w PC (actinate)

My water parameters as of yesterday were as follows:

1.025 - Specific Gravity
82 deg F - Temperature
8.2 - PH
0 - Ammonia
0 - Nitrite
20 - Nitrate
390 - Calcium

Test for alkality as well, get that calcium a little higher. don't clean the sandbed (get a proper clean up crew to help with that) increase flow to stop particulate matter from settling on the sandbed.

bioballs are probably causing that nitrate issue, but there are so many reasons for nitrates to rise that I can't say 100%. How many and what types of fish/livestock is in the tank? How often do you feed and how much? Any other additives going in the tank? Phytoplankton? How often are you performing water changes adn how large?
