Red face New RO issues Coralife Pureflo II

I am running the coralife Pureflo II.
Here is the PDF manual. Which sucks by the way....

I am ejecting far more clean RO than waste. I have the unit setup just like the Side View 5.1 in the manual page 5.
waste water fitting red (smaller hole in elbow) takes water from the sides of the membrane.
RO water fitting blue (larger opening in fitting)expells water from center of membrane. this is producing the most water output.

water flow is as follow for the whole setup

Line in-->
Micron filter --> Carbon Block--> TFC membrane (inputs on side with only 1 fitting)--> RO output (center of membrane housing, blue line, open fitting)
Waste output (outer ring of membrane Housing, red line, smaller fitting)

reseated the membrane and all is well.......

Is there a flow restrictor on the waste? no shown
