Tricks for getting new fish to eat?

I have a banggai cardinal in 20 gallon QT. I have had it a week and a half. The first few days, it would eat when I fed it. Now it only seems to bite the food, and then spit it back out. It is in the tank with a flame angel, and they just leave each other alone.

No visible signs of anything wrong. No ammonia detected on the 1-month ammonia meter. Running hypo at 1.009--purely precautionary.

Have tried frozen mysis, formula 2 mini pellets, assorted chopped seafood, flake food.

Try some garlic guard or entice.
