Is a non-tempered bottom tank safe with holes drilled?

I may be buying a custom 60"l x 24"d x 18"t tank.... It was drilled with three good sized holes in nearly the dead center, designed for center room viewing. Is this safe? Will the bottom be more likely to hold with sand and 100# of island configured rock? What do you all think?

Was it used like this before? (did the previous owner have water in it?)
