protein skimmer problems

I purchased a new coralife protein skimmer and its not working right. keep in mind im new at salt water stuff. I read the directions. The water level goes about 3 inches higher that what it is suppose to be set at and thats with turning the knob on the water level valve all the way down. There are no micro bubbles in the chamber also. When i unhook the air inlet silencer it begins to work properly I guess. I get alot of bubbles and the water level powers its self down . The water level is still about an inch still to high and cant get it to come down anymore.Thanks
