I have seen SPS tanks thrive on VHO lights. Just remember that it is not just the lights that make thing work... it is a combination of many factors that have to be right in order for things to work.

. . . however, the best way to assure positive results are to maximize each of those "many factors" you're mentioning, and lighting is arguably the most important.
What size of tank is this going over? 4 T5 bulbs are NOT extremely intense lighting, especially if your tank is wide and/or deep at all. You'll be able to keep softies and lower-light stonies without problems, but I wouldn't recommend anemones, clams, or more demanding corals.

If you want to use t5's, use should use the icecap ballasts and overdrive the bulbs. I have no experience with this, but many people seem to be pushing 80 watts to their bulbs, and I have seen bulb wattage that high, probably for that very reason.
