diy skimmer (repost from diy)

I'm reposting my question here in hopes that someone will be able to answer it.

I think this is the one that was suggested to me. Has anyone tried one of these?

How do they compare to purchased ones? How can I measure the flow rate?

It wouldn't compare to ones you can buy. Airstone skimmers are old style. Look into a downdraft, venturi, or needlewheel design.
