Overflow setup

I REALLY want to drill my tank, Oceanic said that it wasn't tempered glass, so I should be good. So in the meantime I am a newbie working on converting an AGA into a Reef Ready aquarium. Here is what I have come up with:

The design would eliminate the real estate taken up by an overflow box and provide for efficient surface skimming. Normal "exposed" bulkhead design reduces surface skimming and causes a lower water level in the tank. I am kind of stumped on figuring out the length=flowrate thing. Anyone with any advice?
