ice cap ballasts
i saw a 220v icecap electronic ballast of the 400 watt stock and i want to know if i could use that in america?

If you have 220 run to the plug.A dryer or stove have 220.

Yes you can as long as it is 60 HZ. Europe runs 50Hz.

how do you know if its 60hz i dont know anything about electricity

It should say on the label i.e. 110V/220V 60Hz
