Lunar SIM - LEDs flicker but don't come on???

I noticed the LEDs were not coming on, and then found that when the AC3 is sending commands they flicker a bit, but stay off. I can turn them on manually through the AC3 with no problems, but through the programming they do not seem to be working properly. I use the default timer name (MON$-B01) and program statement (If Moon 000/000 Then MON ON) for them. They are plugged into a power strip that is connected to a UPS.

Any ideas???

Do you have any other commands which might affect MON? If not you may want to contact neptune support (support@neptunesys.com). As you can turn them on/off manually it could be a bad unit.

No other commands that I can see should have an effect on the Lunar SIM. Below is my program:
