Watts Per Gallon vs. Watts Per Depth

I am upgrading from a 30 to a 90g. If I currently have 156 watts of T5 lighting over my tank, that is about 5.2 watts per gallon and about 8.67 watts per inch of water depth. With my new 90 I am considering going with 404 watts of HQI and T5 mix. This is only 4.49 watts per gallon, but 16.83 watts per inch of depth. I think I will be better off as far as lighting goes in the new 90. Even though the watts per gallon has gone down. I am feeling that the watts per depth of water is more important.
