If your webcam does not have an internal web server then you will need an external server or home pc to access the camera remotely.
Check out webcamXP. What model cam?

I don't have the webcam yet.
I want to have a wireless remote cam accessed via my computer and then be able to view the cam from any pc anywhere. Thanks

You can purchase any number of wireless or wired webcams that have a built-in webserver.
Then you can access it on your local machine and if you configure your home firewall, you'll be able to access it externally also. Panasonic and Toshiba, Linksys and others have these cams. Beware though that quality is variable, especially when streaming over the net. |

Also keep in mind that the wireless router/modem you have on your PC can be difficult to configure for these situations. Took me a while to configure for an aqua controller and some boxes do not have the capacity to handle the image streaming from these cameras in the first place. This is especially an issue with Verizon Westell Versalink routers.

Just remember, you get what you pay for.
Most "web cams" sold at the electronics stores are pure garbage. What is your budget for this project? |

This is one of the best consumer level wireless cams you can get:
