Protocol for administrative help?

This morning there was some weird posting going on.

My posts would appear on the threads but not in "my rc" as the last poster. The post tracker was not advancing either.
After about 8 of these I searched and found a link to email the adminstrator. A few hrs later (after a water change--LOL good time to do it when you can't get on RC) it was back to normal so I continued on.

I have checked my email for a reply from admin but there hasn't been one--I would imagine the line up is long with the bulging membership

I am not here to complain--I am just wondering what the alternative would be if for eg you couldn't even access the site itself to email the admistrative staff?: phone number eg eg
