Could it be?
Its been two weeks now since i set up my aqaurium, still no real rise in ammonia,nitrite levels are still at zero, and nitrate levels are still with in safe levels, is it possible that my rocks were already cured and had enough benifical bacteria to support my tank? I've gotton brown algae but other than that nothing really is happening.

No, if it hasnt hit yet, wait another week and it will.
If not, you have figured out how to defy the governing laws of nature.

Did you put anything in the tank to elevate the ammonia? You need to throw a few raw dead shrimp in there to start it. I use Black Tiger 51/60 count myself. =) They are cheap up here!

No need to add shrimp. There should be enough decay from the rocks to fuel the cycle. It might have been very quick and if the rock was very cured and not out of the water long it could be over. You did have a rise in nitrates, which came from ammonia/nitrite. be patient and wait a little while longer.
