used tank, how to clean? disinfect?

I have a 55g that was used for marine fish, it has alot of hard green algae stuck to the back and sides near the silicone with several patches here and there.
What can i use to soften it so i can remove it more easily?
Should i soak the tank in a vinagar solution??
(The tank will be used for freshwater african clawed frogs)

vinegar with a soft sponge and possibly a flat edge razor blade.

so i dont have to soak the whole tank in vinegar? I can just use a sponge soaked in a vinegar/water solution and go over the areas with the hard algae?
Or use 100% vinegar soaked sponge?

I personally would fill it with water mixed with some vinegar but elbow grease and purer vinegar and a sponge may work as well.

Fill it i highly recommend also it makes cleaning easier
