striated angler tank size

Can a striated angler be kept in a 20 gallon tank? A guy at an LFS said it would probably work out so long as it was the only inhabitant. While I know better than to take an LFS employee at his word, it didn't seem totally unreasonable, considering the fact that they don't need tons of swimming space and aren't very energetic. Has anybody had success keeping anglers in tanks this size?
