are you using RO water or salt water for top offs ???

When are you seeing the changes.....after top offs...after water changes ???

Not sure what you mean by one min then the other?You mean you test multiple time in a row and there differant?
How old is this tank?

hydrometer or refractometer

New tank i can check my saltinty and it will read 1.023 and do the same thing the next day and it will fall down to 1.020

Be sure and rinse with fresh water after each use. I would use another source for accuracy but i had same trouble at first also.

As water evaporates your salinity will go up because salt does not evaporate it stays in the remaining water. So unless you added fresh water there is no way for the salinity to go down. if you can buy the refractometer also get the salinity calibration fluid like this Stuff

Use this fluid set the refractometer to 35 ppt which is 1.0264 then test your water.
