I think you have an algae problem.... are there fish in there? I would just drain it and use a razor blade and start new with some new sand and some LR

You can use the rock and i would only the rock. But you would need to clean real well and dry converting it into base rock. If the tank fairly clean then a good rinse and wipe down and dry should be fine.

OK. They look like fresh water rocks to me.
Yes Vinegar & bleach/water are ok. Just rinse it good with tap water before use. Then wipe it out and fill with good RO/DI water. Ask if they use any meds in it. If it had a copper treatment you will need the use some kind of copper remover. IE. Coppersorb.... |

I would scrub the rock with a toothbrush to take most of the algae off, then get some creatures that like to pick on algae. As for the glass, just go wild with a razor blade.

I don't think I would bother keeping those rocks, there doesn't appear to be anything special about them. And looking at the condition of the tank, I am willing to bet that those rocks are loaded with phosphates, and will be leaching them out for a long time.

Cook the live rock if you are patient.

What are you trying to paint? If you're looking to paint the back/sides, you can use Krylon Fusion...that's what we used.
