I don't think you can upgrade the pump. The skimmer can only handle so much air. Have you tried putting a gate valve/stand pipe mod on it? It'll allow you to adjust the water level in it better to get it to skim better. You can buy most of the parts at Lowes/HD, besides the gate valve, but here's what you'll need:

The gate valve can sometimes be found at Ace Hardware or plumbing supply. I had to order mine from www.marinedepot.com . HTH

the lower the T on the output the more adjustment you'll be able to make...1/2 to 2/3's up should be fine.

and your gate valve is open all the way? sorry for the dumb question, but sometimes it's the easy stuff.. it should be open when turned all the way counter-clock-wise. I'd start fully open and then start to close.

IF the gate valve is open then that should not be the case. It is not set up correctly. Turn the gate valve counter clockwise, all the way open. If it still goes over the top leave the skimmer off go to work you will be fine.
I posted pics here of my skimmer with a gate valve mod (ASM G4X+) http://delreefclub.org/home/index.ph...=28&topic=85.0

Also are you sure you have a gate valve? Most local stores don't carry them.

and if they do they're not the right kind... you want a gate valve that when you look into it, it's not restricted. Most gate valves that are found in your local hardware store go in and are restricted to like 1/2" and go up and over a part inside the valve. That restriction could be the problem. Also make sure the valve you get is all plastic . Here's the one that I bought:
