Fluorescent Bulb help

i just bought a 50/50 coralife t12 1 1/2 inch diameter 40 watt bulb and when i tried hooking it up as soon as i pressed the button to light it up i saw a white color at both ends for a few seconds then it very lightly flickered a blue color it just won't light up

heres the funny part i have an old bulb thats 5 years + same specs as the new bulb except it has no actinic and it lights up just fine ...*** is going on here ....thanks for any help
