straight four pin bulb question

Are the straight four pin bulbs two separate bulbs. So if it says there 18watt there both eighteen watt thats why you have four pins or is it two 9watt bulbs.Or is it just one bulb.

if you look at a regular flourecent tube, they also have 4 pins, 2 at each end. Bend a flourecent tube in half and you get a PC
