ID please

I got some strange things on a rock. I thought I had hair algea but when I looked at night with a flash light the tops had little areas that looked like feather dusters. and they sway in the water. They are on the top of my rock in one area... anybody have any idea what the heck these guys are. The set up has been together for 4 months.
