Best 65w Actinic?

whats going to give me the most color? im going to be running 2 phoenix 14k 250's along side them

By 65W I assume you mean a PC bulb? From all the ones I have tried I think the best 3 would be the new UVL Super Super Actinic, the Iridius 03 Actinic, and the Current 03 actinic.
