White slimy stuff keeps coming back!

I have this white slimy stuff on the surface of my water... what is causing this?

Is it like an oil slick? Could be from unrinsed frozen food or perhaps small substrate particles (dust sized). If you can aim your return or perhaps a powerhead at the water surface it will help to break it up and get it down your overflow.
