mag 18

is a mag 18 to small for a 200 gollan tank for a return pump

Its what I've been using for the last 2 years on my 210. A very good match for my particular set-up.

How much head? You can calculate your head loss and predict your flow rate here.

It will be fine.

The purpose of a return pump is to cycle water through the sump for treatment rather than circulation.

Yeah, I know there are people with several thousand gallons per hour circulating through their sump. They're just paying a lot of extra money for the electricity to lift all that water back up to the tank, likely creating bubbles, etc.
