Can you drill into the wall? You could build supports from the wall to suspend the fixture

You can also make a metal stand that comes up from the floor and over the tank

Build a frame/stand from there for about 40 bucks. Another person on this board used it and I saved the link for my next project.

Why can't you go into the ceiling?

I'm on the 9th Floor of an apartment building with a 180 Gallon Tank on hardwood floors. I got Cement and metal between the Floors.

A couple tapcons would do you nicely. After you take it down you could use a tiny bit of filler to cover the holes.

build a fake canopy 9" high for your tank rim: set your light kit on that, no hang, no problem. we bought this fix when we lived in an apartment and it has the added virtue of shielding the eyes from the glare.

Do NOT drill into the concrete. There could be conduit with electrical or water lines or post tension cables in there that would pop like a rubber band and possibly damage the slab. Our company x-rays concrete before contractors install anchor bolts or drill cores and I have seen several instances of damage happening when someone just blindly drills.
