sump/skimmer flow rate question

does the flow through the sump have to be the same as the skimmer flow rate? or does the skimmer just suck up and skim as much water it can that flows through it?

I've heard that they need to be the same rate. Otherwise, the unskimmed water is returned to the tank... Others will chime in here
