balancing overflow vs. flow

so i got all the stuff i need to set up my overflow. i have a tom aquatics rapid pro OFB that i had laying around and a mag 9.5 return pump i set everything up and besides getting the siphon started everything was simple enough. i set up a ball valve after the return pump to control flow but no matter how much i tweak it there will be either too much flow or too little and the sump will fill/empty. obviously there is some way to reach an equilibrium but i am at a loss. surely there is some crucial component i dont comprehend or somthing, if someone could get me pointed in the right direction i would appreciate it.

also after setting up my ofb i immediatly saw why people strongly suggest drilling...i might just give up and drill my tank...
