HELP: What type of filtration should I do?

I cannot decide whether to go with a refugium or old style bio balls for my new 250.

What would anyone recommend?

It is a FOWLR and live sand plus some mushrooms and polyps just for looks.

Fish being moved to tank are:

Picasso Trigger
Clown Trigger
Niger Trigger
Blue Face Angel
Blue Angel
Unicorn Tang
Yellow Tang
Plus adding: Emp. Angel and Vlamingi Tang

Protein Skimmer - E.T.S.S. 800 Downdraft Skimmer
25 UV Ster.
1/3 HP Chiller
Nu-Clear Mechanical/Chemical filter

Any suggestions?

Forgot tank measurements are 60 X 36 X 27.

I alway say to stay away from bioballs and I think fuges are the best type of filtration out there.

Bioballs are a pain in the long run. A fuge is the natural way to filter your tank.

me thinks your tank is too small for that many triggers and tangs.

Since you intend on keeping a fish only tank with live rock, the rock will render the bioballs useless. In my opinion a refugium is not all that necessary for a fish only tank. It's more useful when you intend on keeping a reef tank.

If it were me, the bulk of my filtration would come from (a large) protein skimmer and live rock.

A fuge on a FOWLR tank can help reduce the nitrates in the water that most FO tanks seem to have. The pods in the fuge can help feed some of the fish in the DT as well. I feel fuges are great for any salt tank reef or FO. But yes a large skimmer in any case
