46.5 or 48" VHO?

I made a diy VHO fixture by putting an beefy electronic ballast in a shoplight (T12). I can't tell if the fixture is 48" or 46.5". The standard bulbs that are in it measure 46.5" if you count just the white glass, but between the end of the prongs, it's almost 48". What size bulb do i need to get?

46.5s are pin to pin so you have 48s.
