Adding Salt To Cold Water
Is it ok to add salt to freshly made cold ro water or must you warm up the water to a minimum temp before adding the salt.

Cold is fine. it may take a bit longer to dissolve, but there is no concern about it not all dissolving due to cold.

But if your using a hydrometer to measure, it will throw the measurement off.
Not a refractometer though, they adjust to temp.

Yes, that is a good point. Floating glass hydrometers will need a correction, and swing arms may not be properly temperature correcting below the 60's, which is the range they usually indicate.
