Can coldwater fish diseases infect reef fish?

I live in New York and want to know if feeding local fry or small fish like killies or silversides could introduce diseases that would infect warm water fish. Are temperate and tropical diseases the same?

While I'm on the subject, would tropical strays caught in temperate waters be likely to carry pathogens that would survive in a ref tank?
