How to remove bulkhead

I've been trying to get a bulkhead off an older tank, and it seems to be extremely tight or maybe even glued. It will spin, but not unscrew even with two people trying. It's in an overflow so there's not much room to work with either. Any suggestions?

thanks for the idea, about five minutes after I read that it was off, but I don't have a dremel. I just drilled many holes on the bottom nut until I could break it in half, and came right off. Not sure why it was so tight, but it's off now
