After some reading it looks like bubbles need to collect before it starts doing much. Does this take a while in most cases?

It'll take a while to break in and start foaming up.

It depends on if it was cleaned before it was shipped. More than likely it was and it will take a bit to break in again.

Water doesn't swish around in the cup, the cup collects DOC (dissolved organic contaminates) which is brought to the cup through the bubbles that are created through the skimmer.

exactly. I have the Tunze skimmer as well. It's a great skimmer. You should see air bubbles in the riser column.. after a while the collection cup fills up. you can slowly adjust the air intake tube until you see bubbles. (1/4 turn every 5-10 minutes or so)

Give it time; it takes a good week before it's producing well enough
