How long can salt water be stagnant?

I always make 15 gallons of water for my bi-weekly water changes.

I was wonderng if salt water can stay stagnant? I would like to fil up a 55 gal drum with my fresh saltwater and leave it in the garage. Does it always need water movement or it will go bad?

I don't think it can go "bad" but a layer of "undissolved" salt will accumulate on the bottom of your bin without water movement, so it would be best to have some type of powerhead or similar device in there.

salt water can go stagnet very quickly--you should have a power head in there for circulation
