Sure I'd say no more than two 2" fish. Many use them more for caral though

no way you could put 2-2" fish in that, they'd die very quickly

They're not going to live a happy life... Maybe a tiny clown fish? My old clown hardly moved away from it's host anemone but even then they recommend at least 5 gallons for them... Just up it a few gallons and keep your pets happy =)

I wouldn't put any clown in a 3 gallon tank. Maybe a small goby, but that would be about it.
