I've not heard of phosphate having a significant effect on inverts. Main concerns should be ammonia, nitrite, nitrate & SG.

I have two peppermint shrimp in my tank and I have a very basic set up. I run a filter rated 2x the tank size and a piece of crap skimmer. The shrimp have been through thier molts w/o problems.

Shrimp are pretty much like any other invert. You don't need to do anything really special to keep them.

once you buy one, make sure to slowly acclimate it..
you don't wanna lose a shrimp.. use drip acclimation: http://www.liveaquaria.com/PIC/article.cfm?aid=157

Calcium and strontium helps them molt.
