Yep. Many years ago -- back when I had urchins in my tank they would seem to do that every other water change.

Most of the time it is. There have been cases (( at least with anemones )) that they will spawn if conditions are really bad --- in a last ditch effort to have the off-spring survive by finding better conditions. But, from what I could tell of your tank from that video that isn't the case.

When something spawns (( opposite of above )) it is because they have the extra energy to put into spawning. So whatever you are doing, keep doing it.
