You need a refractometer or other instrument to mix salt water. Rule of thumb on all of my mixes is 1/2 cup per gallon. 3 cups seems like a lot. Even so, don't just rely on what the bucket says.

Most salts are a 1/2 cup of salt to 1 gallon of water. There is no dead on formula to get it a 1.025.
Use the 1/2 cup per gallon & let it mix with a powerhead for a day, then check it with a refractometer. You may need to add a little salt if the salinity is too low.

The rule is to read the directions and get a calibrated refractometer

this does apply to most salts...but when i switched from IO to reef crystals i noticed i had to use about a half cup more than IO to get the salinity i want(anyone else notice this?)just thought i would add that LOL..-drew
