gonna cycle a tank...

I am using 40 pounds of dry rock in a new 29 gallon I am setting up. If I put in like 2 pounds of cured rock, from a tank that was established, would it be good to take like two pieces of shrimp from a deli and stick it in my tank and let it rot to speed up a cycle?

Yeah that will work. However, it won't speed up the cycle but it will help start the cycle.
