Shouldn't be making any noise. As cheap as they are, I would get a new one and not risk it.

Many of the make a clicking noise when the come on and go off. It sounds like it's just cycling on and off to me.

It does click when it turns off and on and i never got shocked by it either way i just put a different heater in its a bit smaller but it only has to heat the sump water and send it to the tank so i hope

I had a couple of name brand glass heaters that made a clicking noise when they cycled on and off. You could see the light come on and go off with the clicking noise. I moved away from glass heaters after I broke one and now I use the Stealth heaters. They don't have the light or the clicking noise and have been very dependable so far.

The stealths are not without their risk too. I prefer them to the glass heaters as well, but even the stealths should be changed out once a year. I recently hit the one year mark and just traded in the stealths for titanium and remote controller.

I use a controller as a failsafe and I'm very comfortable with the Stealth Heaters. I think some kind of a controller is a good idea for any heater arrangement.
