metal halide & ballast question
I live in a country where electricity consumption is quite a concern. So anyways, just wanted to ask ... if I use a 175w MH bulb on a 250w ballast, what would be the electricity consumption of the set, would it be ~175 or ~250w?

you would blow the bulb because the ballast will over burn the bulb. it may not happen day 1 but it will happen. you have to run the same bulb and ballast wattage...

The consumption would be 0, because the bulb will blow.

How big is your aquarium?
