VHO Bulb Orientation

My hood has the URI 110W Actinic VHO bulbs that have the built in reflector. In looking at the bulbs, one side is a little more glassy looking and the other half is sold white (as if it were painted...I assume this is the reflector). What do you all think is the best orientation? To face the glassy (open looking) half downward towards the tank, or to face it upwards so that it can reflect off of the light hood's reflector?

The solid white is the internal reflector it goes on the top. Let your hoods reflectors reflect any stray light back into the tank.
