Skimmer Problem

Please forgive me, I am not technically inclined. I have a 155 bow with an ASM G3 skimmer. The skimmer has a couple mods done to it- skimmer cup drains into a bucket that is easy to empty, extra pump to fill the skimmer with wanter, and a gate valve to control how fast the water leaves the skimmer....everything else is about the same.

My problem is with the skimmer actually skimming good water or not skimming at all. I have about 1/4 turn on the gate valve before the either doesn't get to the top and get the gunk into the collection cup or I feel like it keeps too much of the water and the collection cup gets filled with good water. It has gotten to the point where I change it minutely and I come home from work to find my floor flooded a bit.

I don't know if the water is actually crappy but is clear? Any advice?
