How could two Icecaps fail at same time?

I just sold a pair of Ice Cap 430's with VHO end caps, two timer/controllers harness etc. The new owner reports that they fire the new bulbs, then flicker then go out. They removed the controllers and attempted to fire direct and the same issues. I don't understand, these fired and maintained output on some old bulbs, then I placed in storage (completely dry, no mice etc) for less than two months. Shipped them and now this behavior. For both ballasts to behave in the same way is what really throws me off. Needless to say both the seller and the buyer are not happy.

It is is most likely wired wrong if they wired it up, or there is a loose connection-either with the socket to lamp or wire to socket. It flickering is the ballast shutting down to protect itself.
