Bluwave ballast a decent outer orbit upgrade?

So i have a deal on a bluewave 250w magnetic ballast, and it just so happens to present itself after I put in a reeflux 10k bulb. Not super stoked on the colors, but the old Phoenix 14k I had before was nothing to write home about. Can the ballast really make that much of a diffrence?

nada? $80 on a bluewave 250w seems like a really good deal.
