sump/fuge/algae question

need a little info though help me make my sump/fuge work better.

I have a 120 reef and a 30L sump. the sumps lighting was upgraded last week to a LOA 65wt fixture. I have not seen any new growth on the algae that is in there (spaghetti and I think razor) I know I have nitrates for them since I still have hair algae in the main tank. Does flow effect the speed of growth? I have a mag 18 as my return pump and the whole speed of the overflow from the tank goes thru the sump ~1300gph or more ( 4' of head, one T, 4 90's and 2 45's {PVC fittings})

any thoughts greatly appreciated
