Replacing ballast??

I currently have a 6 bulb Tek5 fixture. For a couple of weeks, off and on, bulbs 2 and 3 would fire and then go out. Other times, bulbs 2 and 3 would fire and stay on. This morning, all 4 center bulbs will fire and then immediately go out. I'm assuming the ballast is bad. I'd like to replace that ballast with an Ice Cap 660. Do I need the Ice Cap 660 Wiring Harness? Will the Ice Cap ballast fit inside the fixture, or do I need to wire it and house the ballast outside the fixture? Is the wiring and replacement pretty straight forward?

Any and all help would be appreciated!!
